A Partner at Hill Farrer, Jeff Bell specializes in real estate and business litigation, with a particular emphasis on eminent domain and other valuation matters. A skilled litigator, Mr. Bell has successfully tried cases before state and federal courts in California, handling matters ranging from breach of contract and fraud to trade secrets and officer/director liability matters. In his eminent domain practice, Mr. Bell represents private landowners in condemnation actions and counsels public entities through the pre-acquisition and condemnation process. Mr. Bell began his litigation career as a law clerk with the Los Angeles County District Attorney’s Office, where he served on trial teams with the Compton Hardcore Gang Division. He was named a Rising Star in business litigation by the Southern California edition of Super Lawyers.

Timothy P. Duggan is the Chair of Stark & Stark’s Condemnation, Redevelopment, and Eminent Domain Group. The main focus of this group is property valuation litigation and representing private property owners in challenging the government’s right to take private property by the use of the power of eminent domain (also known as condemnation) and prosecuting inverse condemnation claims. Mr. Duggan regularly represents clients whose highway access and property rights have been revoked or taken by the New Jersey Department of Transportation, County Agencies and utility companies, and has experience in handling all aspects of eminent domain, including relocation assistance, modification of highway access, and litigating the amount of just compensation. Mr. Duggan represents property owners in urban redevelopment projects and pipeline cases, and has experience in both state and federal courts.
