About This Course

This course presents an authoritative analysis of state-level digital asset policy, tech stack modernization, and rural infrastructure development, grounded in Dennis Fassuliotis's presentation on the Ascend SC™ framework and South Carolina's statutory precedent S163. Participants will explore how states bridge policy to economic growth through the PEAK Tech Stack (Payments, Energy, AI/Identity, Kompute), the SCALE consumer-facing infrastructure model (cost causation, siting, load flexibility, stewardship), and the FARM program (agrivoltaics, carbon sequestration, blue-collar trade workforce). The course also covers state statutory entity structures (DAO, DUNA, Co-ops), Digital Bill of Rights, and the #AI=$BTC synergy for autonomous agent payment rails.

LEARNING OBJECTIVES

  1. Analyze State Legislative Precedents & Act S163: Evaluate how South Carolina Act S163 establishes foundational protections for digital asset self-custody, self-hosted wallets, tax neutrality, and statutory recognition of digital assets as intangible personal property.
  2. Deconstruct the Ascend SC™ & PEAK Text Stack: Master the four pillars of state tech infrastructure—Payments (blockchain rails), Energy (behind-the-meter generation & grid balancing), AI & Identity (federated identity & autonomous agents), and Kompute (HPC/data centers).
  3. Implement the SCALE Infrastructure & Cost Causation Policy: Apply the SCALE model (Smart, Connected, Accountable, Local, Equitable) to resolve data center siting disputes, protect rate-payers via strict cost causation (project developers paying for substations/transmission lines), and manage load flexibility.
  4. Evaluate FARM AgTech & Blue-Collar Workforce Development: Examine the FARM program (Family land preservation, Agricultural enhancement, Rural prosperity, Market innovation) to maintain family farms through agrivoltaics/carbon credits while training skilled trade workers (electricians, HVAC) making $100k–$250k.
  5. Structure Modern State Legal Entities & Digital Rights: Formulate state-level entity frameworks including DAOs, Decentralized Unincorporated Nonprofit Associations (DUNA), updated Co-ops, and Digital Bill of Rights to drive capital formation, financial privacy, and transparent public accounting.
